I have worked as a lawyer and computer consultant on health care systems for over 35 years with groups ranging from sole practitioners to large HMOs. I've also worked on government health care and social services management systems and participated in recent federal electronic medical records initiatives.
Not only do we have to restructure the health care financial framework to make health care affordable to all, we must rework the health care information management network to improve health care itself and make sure no patient is subservient to any provider. Open source software can enable any practitioner to keep electronic medical records. A better alternative to HIPPA can better protect privacy while enabling patients to access their own entire health history. A national/international framework for client information sharing can give us an epidemiological database that can help solve intractable public health problems.
